Government
Curia
Starts at Lv 1The seat of the town. Every work is ordered here, and so is every consul your armies march under. Level 3 opens the Collegium.
Lv 1 · 60 tmb · 60 stn · 30 irn · 4 pop · 5m
Buildings · city works
Everything a town becomes is ordered from the Curia. The cost is paid the moment you order the work, the work joins the town’s build queue, and every level costs more and takes longer than the one before it.

Every level also costs people — 4 at level 1, rising a fifth each level to 128 at level 20 — and the living quarters refill them over time. Cancel the work under way, or the one waiting behind it, and the whole cost comes back.
A capital starts with the Curia, the three producers, the warehouse and the living quarters at level 1. The Collegium, Castra, Wall and Market are yours to found.
